Update from the Inquiry

The Inquiry has now published the List of Topics it will cover during the hearing on the Royal Hospital for Children and Young People, and Department of Clinical Neurosciences (RHCYP/DCN) in Edinburgh from 26 February. The broad topics to be covered at the hearings will include:
- The development of the design of the ventilation system for critical care rooms in the period after financial close;
- The decision making and governance concerning the agreement reached between NHSL and IHSL on 22 February 2019;
- The decision making and governance around the decision not to open the hospital as planned in 2019;
- The changes to the ventilation system in the period between 2019 and the opening of the hospital;
- The decision making and governance around the decision to open the hospital; and
- Whether the hospital provides a suitable environment for the delivery of safe, effective person-centred care.
Lord Brodie, Chair of the Inquiry, has issued Direction 5. This Direction states that "a hearing will be held in respect of the aspect of the inquiry that relates to the Queen Elizabeth University Hospital/Royal Hospital for Children commencing on Monday 19 August 2024, that this hearing may be referred to as Glasgow III". The Direction deals with the following details in respect of that hearing:
- The scope of the evidence to be led at Glasgow III
- The additional process by which Core Participants (CPs) may ask questions of members of the Inquiry’s group of experts about their reports and make comment on these reports
- Any CP that wishes to appear at Glasgow III should make an application to the Chair under the Protocol on Leave to Appear at Inquiry Hearings by Friday 19 January 2024
- Further Directions in respect of the operation of the Glasgow III hearing will be issued
